Ulaknet Usage Rules
ARTICLE 1. PURPOSE
This usage policy regulates the procedures and principles regarding the use of the National Academic Network (ULAKNET) provided by the National Academic Network and Information Center (ULAKBİM), an institute of the Scientific and Technological Research Council of Turkey (TÜBİTAK).
ARTICLE 2. SCOPE
This usage policy covers all organizations and users that use ULAKNET.
ARTICLE 3. DEFINITIONS
Included in this usage policy;
ULAKBİM is the National Academic Network and Information Center affiliated with the Scientific and Technological Research Council of Turkey.
ULAKNET is the National Academic Network that meets the electronic communication service and/or electronic communication infrastructure needs of education and research institutions, in accordance with the laws of the Republic of Turkey and the TÜBİTAK legislation, within the framework of the assignment in the "Law on the Establishment of TÜBİTAK" dated 17/07/1963 and numbered 278.
ULAKNET Usage Policy (UKP) ; This is the ULAKNET Usage Policy.
Sub-Policies are additional policies created by ULAKBİM to determine the usage principles and fundamentals of the services provided through ULAKNET.
The User Board consists of higher education institutions, TUBITAK units, public and private research institutions and institutions whose applications are accepted by the ULAKBİM Board of Directors, which have signed the UKP and connected to ULAKNET.
Users are students , faculty members, researchers and/or other members authorized by the User Board to use the institution's infrastructure and resources. Temporary/guest users who are not members of the User Board but whose identity verification and authorization can be performed while they are connected to the institution's network resources are also included in this group.
Signing Party ; The person or authority in the top management of the organization who signs the NDP on behalf of the User Organization. This authority is the rector or the vice-rector authorized by the rector in universities, and the General Manager, Minister of the Institution, Institute/Unit Manager or equivalent in other institutions.
ULAKNET End Management System ( UUYS); It is a web-based system that stores information about the User Board and is used to accelerate communication between ULAKBİM and the User Board.
UUYS Administrator is the person appointed/authorized by the Signing Party to be responsible for the transactions made on the UUYS.
TÜBİTAK EKUAL is a service launched by ULAKBİM in 2006 to make some text and bibliographic databases accessible to academic and research institutions in Turkey, and its full name is "Electronic Resources National Academic License".
TRUBA: It is the "Turkish National E-Science E-Infrastructure", developed and transmitted by ULAKBİM, with the clear name of "Turkish National E-Science E-Infrastructure", which was established for the effective and efficient use of high-performance, grid, cloud and similar computing systems and scientific data warehouses by the research groups in our country, the coordination between other centers serving for similar purposes in our country and the services of these centers, and thus the development of the capacity of the Turkish Research Area (TARAL) to enable scientific research to be conducted in an electronic environment.
OLTA is the Incident Tracking Service where information about security breaches that may occur from external networks to ULAKNET or from ULAKNET to external networks is reported to the network administrators of the User Organization and tracked according to the ULAKNET Incident Recording Sub-Policy.
ULAKNET Network Communication Center (NOC): It is the unit that works within the ULAKBİM Network Technologies Unit and is responsible for the technical management of ULAKNET.
ULAKNET News Lists ; are electronic news groups with the internet addresses “ulak-y@ulakbim.gov.tr” and “ulak-teknik@ulakbim.gov.tr” established by ULAKBİM.
Unwanted Traffic is network traffic that will affect the quality of service on ULAKNET, disrupt it, create confusion or prevent others from using ULAKNET.
ARTICLE 4. GENERAL PROVISIONS
4.1. ULAKNET is used in accordance with the laws and regulations of the Republic of Turkey. It is the responsibility of the User Organization to ensure that its Users use ULAKNET in accordance with the laws of the Republic of Turkey and the relevant legislation.
4.2. ULAKNET must be used for the purposes of education, training, scientific and technological research and development, dissemination or access to scientific, technological and cultural information. The User Board cannot use ULAKNET directly or indirectly for commercial purposes, and cannot allow its Users or third parties to use it for commercial gain.
4.3. ULAKNET is managed and used within the scope specified in articles 4.1 and 4.2 and within the administrative and technical framework drawn in the UKP and related Sub-Policies.
4.4. In order to comply with the NDP, the User Board makes the necessary technical and administrative arrangements and employs a sufficient number of technical personnel.
4.5. The User Organization is expected to create its own usage policy for its Users in accordance with the UKP. The User Organization's usage policies and the "Legal Disclaimer" texts of the User Organization or Users cannot override part or all of the UKP.
4.6. The User Board contributes to the use and dissemination of new services offered through ULAKNET. For this purpose, the dissemination of new services may be encouraged by ULAKBİM.
4.7. For the efficient and safe use of ULAKNET; the User Board must prevent its Users from creating Unwanted Traffic and provide adequate system and network security. The User Board cannot provide access to ULAKNET to third parties or organizations other than its Users without the approval of ULAKBİM.
4.8. The temporary or indefinite inapplicability of any of the provisions of the UKP due to any administrative and/or technical reason accepted as valid by ULAKBİM does not affect the validity and continuity of the remaining part.
ARTICLE 5. RIGHTS, AUTHORITIES, RESPONSIBILITIES AND APPLICATIONS
5.1. The User Board has the right and responsibility to allow its Users to use ULAKNET within the framework of the provisions determined by the UKP.
5.2. User Organizations that have a global Internet connection other than ULAKNET must direct the part of the traffic of the network services they provide from the User Organization to the Internet via ULAKNET.
5.3. The User Organization is required to access TÜBİTAK EKUAL services via ULAKNET connection in both outgoing and return directions.
5.4 The User Board provides the necessary support for researchers to benefit from TRUBA services. In case the calculation and storage resources in the User Board are included in TRUBA, the User Board is responsible for ensuring coordination between its units and taking adequate security measures to prevent disruption of TRUBA services.
5.5. The User Board is responsible for entering the requested information through the OLTA System in a timely, accurate and complete manner and taking the necessary measures to close the incident records.
5.6 . The User Board is responsible for entering the requested information through UUYS in a timely, accurate and complete manner and ensuring that the information entered is up-to-date. The Signing Party shall notify ULAKBİM of the UUYS Administrator information in the annex of the UKP. In the event of a change in the UUYS Administrator, the Signing Party shall notify ULAKBİM of the new UUYS Administrator information in an official letter. In this context, the User Board is responsible for the consequences that may arise due to the activities of the authorized UUYS Administrator or any person who is not authorized to enter the system.
5.7. The User Board is obliged to cooperate with ULAKBİM for the transmission of ULAKNET. Accordingly;
a) The User Board is responsible for monitoring the ULAKNET News Lists, of which the administrative and technical officers are members, providing the information requested by ULAKBİM accurately and on time, and informing the Users as soon as possible about line failures and maintenance work that will cause interruptions announced by ULAKBİM.
b) The User Board should encourage participation in workshops, trainings and meetings organized by ULAKBİM, where ULAKNET administrative and technical officers come together.
c) All kinds of problems and failure notifications regarding ULAKNET are made through NOC and by the responsible persons defined and authorized by the UUYS Administrator of the User Organization. ARTICLE 6. TERMINATION OF SERVICE, EXECUTION AND ENFORCEMENT
6.1. ULAKBİM has the right to terminate some or all of the services provided to the User Organization if it detects that the UKP or its Sub-Policies are not complied with. Accordingly;
a) If the User Organization violates the UKP and fails to remedy this within ten (10) days of being warned in writing by ULAKBİM, access to ULAKNET will be cut off. This situation will continue until all the conditions constituting the violation are eliminated. In case of repetition of the violation for the same reason, the User Organization's connection will be cut off without the need for a written warning.
b) Cases of non-compliance with Sub-Policies and the sanctions to be applied are determined by Sub-Policies.
6.2. The User Board is aware that ULAKBIM may change the UKP by taking into account legal and technological changes. The changed usage policy is published on the ULAKBIM website (http://www.ulakbim.gov.tr), announced in the ULAKNET News Lists and becomes effective on the date it is signed by the User Board and delivered to ULAKBIM. The most recently signed policy is valid until the new policy becomes effective. If the new policy is not signed within 3 months following the announcement by ULAKBIM, the old policy loses its validity and the services provided to the User Board via ULAKNET are stopped.
6.3. Sub-Policies created by ULAKBİM come into force after being published on the ULAKBİM website and announced in the ULAKNET News Lists.
6.4. The Signing Party accepts and undertakes that it fully understands, recognizes and complies with the UKP. The UKP, which consists of five pages and six articles including its annex, shall enter into force on the date it is signed by the Signing Party and delivered to ULAKBİM. As of its entry into force, the “ULAKBİM Acceptable Use Policy” previously signed by the User Board shall cease to be valid.
